ESL - Introduction

ESL - Challenges

ESL - Essential Conditions

Funding - Government Support

"It is observed that while the program is flexible in theory, the funding is not flexible."  According to my personal experience, the most challenging thing for ESL program in non-profit organizations is how to get enough funding from government.  For instance, pre-LINC program I am working with has to apply for all the funding from government, otherwise we can not move on.  The other channel is to try to get financial support from communities by advertising this organization or holding different seminars to propagandize the benefits you will get if you join in.

Technology Support and Professional Development

Traditional ESL program is traditional way of teaching and learning.  With the development of new technologies, ESL teaching also started to use computer, internet and multi-media to support language teaching and learning.  A lack of adequate and appropriate training of how to integrate this high technology elements to ESL teaching and what kind of technology can be used in ESL teaching does exist in non-profit organizations.

Staff have to be very familiar with these technologies.  For example, there are more and more second language programs in bookstore.  Do instructors know which one is the best or most appropriate one/ones to his/her program or to his/her students?  Another question, how to use computers or internet to facilitate language teaching?  There are tons of resources online which can be used.  Also internet is another very functional tool in language study.  Students can use E-mail or other synchronous or asynchronous online tools to communicate with peers and teachers.  But do instructors know how to create a online community with those tools?

Financial Controls and Financial Authorities

"Overall, we found that the contribution agreements were generally compliant with financial authorities. However, we found weaknesses in the effective use of cash flow statements for the purpose of monitoring payments, and the issuance of a small number of advance payments. Again, the settlement policy manual provides guidance on these issues. However, the officers did not have the benefit of its guidance throughout the sample period." Language Training V.S. Learner Progress

"In selecting organizations, it can be a challenge to find the optimal balance between providing accessible language training (which requires SPOs with good childminding services and often requires smaller, community-based organizations that are more culturally sensitive) and providing efficient language training with quick learner progress. "
